There are fundamental roles on Council that need to be filled to succeed. A Strata Community needs a dedicated council that understands their roles/portfolios and responsibilities of the residents they are elected to serve. Made up of volunteers the members of the council share a commoninterest… in the place they call home. They want to ensure their community is always at it’s best, and any issues that arise are addressed.
The Volunteer Strata Council must approach the operation of the strata corporation as a business, it is their responsibility to protect all the owners’ investment and interests. Tasks include maintaining the common property, managing the finances, and creating policies that promote harmony between people living in a multi-family environment- perhaps for the first time.
To make this happen, the council must meet regularly to set goals, interpret and administer the bylaws and make decisions on behalf of their community. Effective Strata Councils are those whose members respect each other and work together with a spirit of cooperation.
The primary role of the President, is to chair the Annual General Meeting (AGM) and any Special General Meetings (SGM) in accordance with the Strata Property Act. The President will also work with the Council to form the agenda to form the agenda for the meetings, maintain order, and keep the discussions on topic.
The President needs to be a strong communicator who is not afraid to delegate tasks and mediate when disagreements among other council members may arise. The President will be working closely with various people and different personalities, so... they need to be a team player who has sound leadership skills, maintains a high level of confidentiality and is also very approachable, fair, unbiased and open.

The role of Vice President, is the president's right-hand person together with other council members and supports and co-leads the President's duties in their absence. To help lighten the President's load, the Vice President will take on additional responsibilities and tasks as required. Because they can be working on multiple projects at any given time, the
person that serves as Vice President of the strata council needs to be organized and comfortable with being flexible. Ideally, they are a good multitasker and resourceful person, seasoned communicator with the ability to step up to execute on a myriad of deliverables.
Coordinates/leads the development of Owner Communications initiatives, tools, platforms and messaging (not property management related) including Owner Satisfaction Surveys. Provides people/community engagement support, initiatives and activities when required. Supports and partners in building Community Committees or working groups and related activities in conjunction with other members of Council.

The role of Facilities, works closely with an experienced Property Management Company. The Facilities Portfolio has oversight of all Facilities scope and has a dual reporting relationship to the Strata Manager/Caretaker in partnership with the Property Manager. They report out at council meetings and act as a resource to the council as they determine maintenance requirements and manage the common property in compliance with the bylaws. The Facilities Council member co-leads the Strata Manager/Caretaker role to drive and implement the decisions of the strata council, in partnership with the Property Manager. Most importantly, the Facilities lead on Council needs to make sure that they understand our community's needs so they can clearly articulate them to the Strata Manager/Caretaker. This is a key role on council to ensure the Strata Manager/Caretaker shares the common goals of council and agrees with the community's needs...this will foster the right kind of relationship to get things done successfully.
The Facilities lead provides assistance to the Treasurer when preparing the annual budget to ensure that facility related expenditures are captured for strata council approval. In conjunction with the Treasurer, closely monitor facility expenditures to avoid cost overruns.

The role of Treasurer, is the council member most involved with preparing the budget draft, which is reviewed, adjusted, and approved by the strata council. Then it is the Treasurer who closely monitors the monthly financial reports provided by the Strata Management Company and ensures the expenditures align with the budgeted amounts. They lead the council to ensure realistic budgets are put in place and monitor ongoing fiscal management.
The Treasurer provides the financial report and speaks to any budget related questions from owners at AGM meetings. The Facility lead, provides assistance to the Treasurer when preparing the annual budget to ensure that facility related expenditures are captured for strata council approval. In conjunction with the Treasurer, closely monitor facility expenditures to avoid cost overruns and ensures related expenditures are captured for strata council approval. The Treasurer is ideally a leader who is organized with a strong background in finance and experience with financials.

The role of Privacy Officer, has the duty of ensuring that a privacy policy is developed, implemented, and maintained. The Privacy Officer works with the Property Management Company to ensure all personal information that the Strata Corporation collects, uses and stores is maintained in an inventory and secured. Provides leadership direction to council and works closely with the Property Manager regarding requests for access to and correction of personal information of Property Owners. The Privacy Officer provides sound business council, understands the Privacy Act, and has a knowledge of human rights and property management expertise. The Privacy Officer: Is governed under PIPA - Personal Information Protection Act. The Privacy Officer is required under PIPEDA and must be available to Owners in the complex who feel their privacy has been breached by the Strata Corporation. Acts as a Bylaws and Rules focused Council Member. Annual reviews of the same. Provides sound business counsel to support in Owner and Service Provider Correspondence and interactions. Leads the portfolio in co leadership with other council members to navigate, create and enforce sensible rules and bylaws. Conduct regular review of new rules/bylaws and of Enforcement Options. Reviews and provides expertise regarding User agreements. Review of Bylaw violation notices.

The role of Secretary, is responsible for recording meeting minutes which is a strata corporation key takeaway from meetings as they are public documents. The Secretary's job is to accurately record the proceedings of council meetings in minutes and distribute them to the council for approval. Once approved, the Strata Management Company makes them available to those who need them for real estate transactions, mortgages, insurance, and legal purposes. One of the most important qualities of a secretary should be acting as a great listener to ensure all information is captured accurately. The Secretary must be an accomplished administrator with systems and process knowledge. They are a leader who prides themselves on being responsible, organized, systems and technology savvy and maintains document integrity.
The Member at Large Portfolio, is a cross functional role on council which works to support the different portfolios and can act as lead or co lead for Special Projects as they arise. This is also an excellent role if it is your first year on council… allowing a new member to be exposed to Council procedures and requirements as well, learn more about each portfolio role and responsibility on council.
